Only after getting that can you return to the skirmish captain any skirmish captain actually and turn in the quest. Now you are thrown into the actual skirmish tutorial which is pretty self explanatory. What do I do now? As a reward for the tutorial you get to pick a role for your soldier. I very much recommend you pick one role and stick with it as training your soldiers is expensive and you would want different skills for different roles.
The role you pick will appear as an item in your inventory. Use the item. Now visit the skirmish captain again to equip your new skills and soldier. Next up visit the skirmish trainer to spend some skirmish points on your new soldier and skills. At the skirmish trainer you can also buy new skills for yourself and your soldier. When you are higher level you can get legendary skirmish skills at the skirmish captain for very high costs.
You can now enter a skirmish from anywhere in the game by using the "start skirmish" option from the menu. As a rule of thumb: A healer should get a damage dealer. A damage dealer should get a healer. A tank should get either a healer or a controlling soldier while a controller can go well with either a tanking or damage dealing soldier.
Pick a soldier that will fill that gap. You know if you do Tier 3 you get double tokens 4 instead of 2? This requires you to defeat 60 Harbingers of Death. You can find this deed in the Skirmishes tab of your Deed Log. As you level your character more Skirmishes will unlock for free.
This might be the case as some Skirmishes only unlock after certain quests, for example. Before you do however, please bear in mind some Skirmishes have a minimum level requirement.
So to make sure your Harbinger of Death counts you need to make sure the mobs are at least green difficulty. My huge thanks to LiaD and valkyrique for providing the screenshots fot these pets!
